Most of the answers are great ideas, especially language immersion school, if its possible, but if youre going to be spending a year in Germany, youll pick it up fast enough when you get there, so dont worry too much!
References :
Er, there is no way of learning German in just one year unless you are a prodigy. You can get a basic knowledge of the language by visiting classes, finding native speakers to talk to and studying at home using books. But there is no way you can learn to speak perfect, fluent German in just one year. It is a far too complicated language and has little in common with English. There might be languages you can learn in just one year if your mother tongue is closely enough related to them (for instance, if you were a Dane, you could probably learn Norse in one year), but if your mother tongue is English, you can NOT learn German in just one year.
References :
Native of German

Take a class, practice with the foreign exchange student, but don't expect to be great at German before you get there--you'll have the chance to improve when you're there!
References :
take a class at your community college (they let high schoolers take them) and then practice a lot with your foreign exchange student friend.

Practice is most important (speaking!!!)

Definitely take this opportunity to travel and study abroad, it will be so fun and educational (but not boring educational)
I did it both in High School and College. (easy A's too!)
They are just happy you are there and experiencing a different culture.
References :
Been there! done that.

Take a professional, fast-paced class.

If that isn't possible, find a private tutor and schedule lessons with him/her at least every week. More than once a week is a good idea, too.
References :
Language immersion school. Period. I did the same in Arabic in about 4 months, but it was a professional program.
